Assessing social and economic impacts associated with changes in the coal mining industry in the Bowen Basin, Queensland, Australia
نویسندگان
چکیده
Purpose – The coal mining industry makes a key contribution to the Queensland economy, and is the underlying driver of employment and economic conditions in many local and regional communities. This article aims to focus on how the social and economic impacts of mining should be assessed and negotiated with local and regional communities. Design/methodology/approach – The following assessment tools were trialed to ascertain the impacts on communities of changes in the mining industry: extended stakeholder analysis of key community representatives; economic modeling of changes in the level of mining activity; a random survey of householders involving choice experiments to assess tradeoffs; and experimental workshops to assess how residents were prepared to prioritise different community development options. Findings – The results showed that impact assessment should be addressed using different economic and social science tools to ensure regulatory approval as well as community acceptance. Originality/value – This article suggests alternative social and economic impact assessment mechanisms that can be applied to any industry and any situation (e.g. growth, decline, new development, simultaneous changes).

Impacts of coal shrinkage, permeability and petrography on gas regime in mines Case study: Tahmoor coal mine, NSW, Australia
The volumetric changes in the coal matrix (Coal Shrinkage), permeability under various gas environment conditions as well as perographical properties were studied in the laboratory. The shrinkage and permeability of coal were examined with respect to changing gas type and confining pressures. The shrinkage tests were carried out in high-pressure bombs while the permeability study was conducted ...
متن کاملThe potential benefits of using artificial intelligence for monthly rainfall forecasting for the Bowen Basin, Queensland, Australia
The Bowen Basin contains the largest coal reserves in Australia. Prolonged heavy rainfall during the 2010-2011 wet-season severely affected industry operations with an estimated economic loss of A$5.7 billion (£3.8 billion). There was no explicit warning of the exceptionally wet conditions in the seasonal forecast from the Australian Bureau of Meteorology, which simply suggested a 50-55% probab...
متن کاملUsing Artificial Intelligence to Forecast Monthly Rainfall under Present and Future Climates for the Bowen Basin, Queensland, Australia
There is a need for more skilful medium-term rainfall forecasts for the Bowen Basin, a key coal-mining region in Queensland, Australia. Prolonged heavy rainfall during the 2010–2011 summer was not forecasted and it severely affected industry operations. Official forecasts are currently based on general circulation models (GCMs) and indicate there will be change in the timing and strength of the...
متن کاملA spatial framework for regional-scale flooding risk assessment
The mining sector in Australia and globally has always been vulnerable to extreme weather with excess water due to flooding and deficient water through drought. Estimating flood inundation risk at a regional scale is essential for understanding sustainable mine water management, such as the Bowen Basin in Queensland, Australia. In this region, many coal mines have been facing a major challenge ...
